Mays Field

Mays Field (between Monmouth Street, Bowling Green Road and the Shapter’s) has a long planning history, going back to 1962.

Recently, local Lympstone based developer Salter Properties Ltd, has come forward with proposals to develop the land with 76 dwellings, ranging from one to four bed.

On 27.11.25, the Topsham Planning Panel had an online presentation with their London based architects. The information provided (site plans, access junction plans and a description of their design thinking) is below.

On 3.12.25, a public exhibition of this information took place.

On 8.12.25, a public meeting was held at Matthews Hall and was attended by approximately 300 people. It was chaired by TCA Chair Alastair Mumford and there were talks given by Topsham Ward Exeter City Council Cllr James Cookson; Devon County Cllr Andrew Leadbetter, and the Planning Panel’s David Burley.

The developers have confirmed that proposals are still to be finalised prior to a target submission date for a planning application in March 2026, and that consultation responses are welcome.

It has therefore been suggested that any interested parties wishing to comment, should do so by emailing Luke Salter at [email protected] with a carbon copy (CC) to the Panel’s email address [email protected]. This will assist the panel in monitoring responses.
